NOFOs

The Shelter and Services Program (SSP), as directed by Congress in the Consolidated Appropriations Act of 2023, is administered by FEMA in partnership with U.S. Customs and Border Protection (CBP). In Fiscal Year 2024, Congress appropriated $650,000,000 for SSP. SSP provides financial support to non-federal entities to provide sheltering and related activities to noncitizen migrants following their release from the Department of Homeland Security (DHS). The intent is to support CBP in the safe, orderly, and humane release of noncitizen migrants from short-term holding facilities.

FINAL DATE TO SUBMIT APPLICATIONS:

SSP-A: Friday, April 26, 2024 at 3 p.m. ET

SSP-C: Monday, June 17, 2024 at 3 p.m. ET

SSP-A Round 2 Funding: Wednesday, Sept. 11, 2024 at 3 p.m. ET

Eligibility

In Fiscal Year (FY) 2024, there were two Shelter and Services Program funding opportunities for eligible applicants.

Allocated (SSP-A)

To be eligible for SSP-A, you must be one of the entities listed in the table in Section B of the FY24 Notice of Funding Opportunity (NOFO).

SSP-A allocations were announced in two rounds:

  • Round 1: April 12, 2024
  • Round 2: Aug. 28, 2024

Competitive (SSP-C)

To be eligible for SSP-C, you must be one of the entities that meets the criteria in Section C of the FY24 NOFO, which includes:

  • Local governments
  • Indian Tribes
  • Nonprofit organizations
  • U.S. states, Puerto Rico, District of Columbia

SSP-C awards were released on Aug. 28, 2024.

Application Guidance

When You Apply

Applications for FY 2024 SSP-A and SSP-C are closed. Please see below for detailed guidance regarding FY 2024 SSP-A Round 2 funding applications.

Recipients listed in the amended FY 2024 SSP-A NOFO under the Round 2 funding allocation table must submit an amendment to their existing FY 2024 SSP-A award in FEMA’s Grants Outcomes System (FEMA GO) to apply for reserve funds. The amendment submission deadline was no later than 3 p.m. ET on Sept. 11, 2024.

Recipients must submit amendments via FEMA GO by the established deadline. For more information on amendment deadlines, see Section D. Application Submission Information of the amended FY 2024 SSP-A NOFO.

Please use the webpage associated with your SSP award.

*SSP recipients must use the Performance Progress Report Template associated with their SSP award.

**FEMA prefers all SSP recipients use the FY 2024 A-Number Template for all payment requests.
