푸른나무재단은 2009년 UN 경제사회이사회 특별협의지위 자격을 부여받아 여러가지 UN 활동을 진행하고 있는데요. 푸른나무재단은 매년 UN 본회의 주제에 맞게 서면성명문을 제출하고 있답니다!

올해도 푸른나무재단의 서면성명문이 UN의 심사를 거쳐 제62차 UN 경제사회이사회 공식 홈페이지에 등재되었다는 소식을 알려드리려 왔는데요~

까다로운 심사로 1번 등재되기도 어렵다는 서면성명문을 푸른나무재단은 무려 4년 연속 심사에 통과하 UN 홈페이지에 게재되었답니다!

푸른나무재단은 이번 제62차 본회의에 2024 UN 청소년 대표단과 함께 참여하여 본회의 주제에 맞는 사이트이벤트를 개최 할 예정입니다.

UN 서면성명문

UN경제사회이사회에서 협의지위를 부여받은 6,300여개의 NGO들은 본회의 대주제와 관련된 서면성명문을 제출할 수 있습니다. 이번 62차 사회개발위원회 본회의에서는 총 70개의 NGO가 서면성명문을 승인받아 UN 공식 홈페이지에 등재되었습니다.

푸른나무재단은 주유엔대한민국대표부와 함께 '소셜 디지털 기업가 정신의 온라인 교육 확대를 통한 빈곤 문제의 근본적 해결'을 주제로 서면성명문을 제출하여 UN 사회개발위원회의 승인을 받았습니다.

푸른나무재단은 서면성명문에서 빈곤을 근절하기 위해서는 디지털 기술을 활용한 온라인 교육이 필요하다고 말하며 개척정신과 시민의식을 함양한 채, 디지털 기술로 경영하는 방법을 가르져주는 '소셜 디지털 기업가 정신'이 필요하다고 말했습니다.

Addressing the Fundamental Solution to Poverty through Expansion of Online Education on ‘Social Digital Entrepreneurship’

The Blue Tree Foundation proposes the expansion of online education on 'Social Digital Entrepreneurship' to children and youth worldwide as a fundamental solution to the issue of poverty.

Global poverty is not decreasing easily. The amount of aid to developing countries continues to increase, but the effectiveness is lacking. Economic growth and poverty reduction in these countries do not necessarily follow. Instead, conflicts between humans, such as cyber violence, hatred, and war, are on the rise. These conflicts threaten the lives of the impoverished and make them even poorer.

While educational inequality is often cited as the cause of poverty, the reality is that many children in developing countries lack even the basic infrastructure to focus on proper academics. They often find themselves engaged in livelihoods, with insufficient physical time, a lack of dedicated study spaces, and a shortage of quality education and caring instructors. In essence, what these children need first is the resolution of the educational infrastructure issue that allows them to receive a complete education, rather than just educational content and devices.

The solution is online education utilizing digital technology. It allows for a much greater degree of freedom from temporal and spatial constraints, making it easier to connect with outstanding instructors. The costs of promoting and implementing online education are significantly lower compared to offline education. On the other hand, the added value is substantial. Global wealth is converging towards the digital-based big tech markets, encompassing AI, big data, autonomous driving, Chat GPT, and more, dominating nearly every sector, including the economy, society, culture, and the arts. Digital authority has become the new power. In the midst of this paradigm shift, ‘digital thinking’ is the essential skill currently needed to survive. During the COVID-19 period, the number of internet users increased significantly, from 4.1 billion in 2019 (54% of the world's population) to 4.9 billion in 2021 (63% of the world's population). However, only a fraction of the global population possesses this ability to actively utilize digital thinking.

Therefore, it is now necessary to provide online education on 'Social Digital Entrepreneurship’ to children worldwide. While traditional 'digital literacy' education only teach digital proficiency, 'Social Digital Entrepreneurship’ teaches managing with utilizing digital while cultivating pioneering spirit and civic consciousness. It is now crucial to provide practical assistance to break the cycle of poverty by ensuring that children do not get left behind, but rather take the lead in the global digital technology market that generates profit.

A 'social digital entrepreneur' refers to an individual who possesses both moral character and capability. Moral character denotes the ability to live and cooperate with others, while capability refer to the knowledge and skill required to thrive in a rapidly changing world. Those who possess both moral character and capability can generate both economic and social value. Pursuing economic development alone can perpetuate poverty for the disadvantaged and exacerbate social issues. Likewise, focusing solely on social development can make it challenging to obtain the resources and momentum necessary to ultimately address poverty issues. However, if the number of individuals with social digital entrepreneurial spirit continues to grow, it will enable a sustainable society, creating a virtuous cycle structure.

The Blue Tree Foundation has been consistently engaging in activities that bridge economic value of businesses and social values of civil society for global sustainability. Projects such as the youth cyber violence prevention education 'Cyber Jungle Guardian Blue Elephant(PUCO)’ with Samsung since 2020 and the youth digital citizenship education ‘Harmonious Digital World’ with IT company Kakao since 2016, not only ensures the rights of youth across the nations to safely navigate the digital world, but also creates social impact by carrying out corporate social responsibility initiatives that support individuals in enhancing their own well-being by helping others. Rather than having children passively influenced by digital technology and the environment, the goal is to educate them in how to use it to protect and advance themselves, their local communities, and the world, and foster their moral character and capabilities. Particularly, these projects hold significance as social issue-solving models distributed for free through collaboration between global corporations and NGOs. In fact, 'Cyber Jungle Guardian Blue Elephant(PUCO)’ and ‘Harmonious Digital World’ have been evaluated to generate a total of 56.3 million US dollars in social value for the past three years.

Therefore, in order to further expand support for children to become social digital entrepreneurs and break free from the cycle of poverty on their own, international cooperation from organizations like the United Nations is essential. With this in mind, three initiatives are proposed to the United Nations.

1. Declaration of the importance of social digital entrepreneurship. The social digital entrepreneurship can effectively prevent victimization in the rapidly changing digital age. This will lead to ‘social development,’ enhancement in well-being of each individual member of the society, and ‘social justice,’ where rights and responsibilities are fairly distributed. Consequently, poverty will ultimately decrease. In addition, if these educational programs are recommended or made mandatory as part of the system, it can also create job opportunities for professional instructors and organizations involved in the operation, ensuring sustainable education.

2. Establishment of a platform for organizations interested in jointly promoting social digital entrepreneurship education to collaborate. A dedicated global body and international summit are necessary to address common global issues.

3. Activation of a sponsorship platform in order for the social digital entrepreneurship education content produced in each country to be widely distributed, and for global corporations to participate to achieve their ESG initiatives. Cooperation between NGOs and businesses is crucial to enable people worldwide to lead independent lives in the digital age and actively participate in economic activities.

The Blue Tree Foundation aims to foster social digital entrepreneurial spirit in children worldwide, ensuring that no one is left behind, impoverished, or harmed in the new era. We urge international organizations to pay greater attention in providing equal opportunities for everyone to develop the moral character and capabilities demanded by the new age.

「소셜 디지털 기업가 정신의 온라인 교육 확대를 통한 빈곤 문제의 근본적 해결」

푸른나무재단은 빈곤 문제의 근본적인 해결방안으로 전 세계 아이들에게 ‘소셜 디지털 기업가 정신’ 온라인 교육을 확대할 것을 제안한다.

전 세계 빈곤이 쉽게 감소하지 않고 있다. 개발도상국에 대한 원조액은 계속 늘고 있는데 효과가 부족하다. 개도국의 GDP 증가나 빈곤 감소로 반드시 이어지지 않고 있다. 오히려 사이버폭력, 혐오, 전쟁 등 인간 간 갈등은 더욱 늘어나고 있다. 이러한 갈등은 빈곤자의 삶의 영역을 위협해 더 빈곤하게 만든다.

빈곤의 원인으로 보통 교육의 격차를 많이 꼽는다. 하지만 실제 개도국 아이들의 삶을 들여다 보면 제대로 된 학업에 집중하기 위한 환경조차 마련되어 있지 않은 경우가 많다. 당장 생업에 종사하느라 물리적인 시간이 부족하고, 공부에 전념할 장소가 부재하며, 양질의 교육을 제공하고 돌봐줄 강사(instructor)가 부족한 것이다. 즉 이들에게는 물리적인 교육 콘텐츠와 기기보다는 교육을 온전히 받을 수 있는 교육 인프라 문제 해소가 먼저 필요하다.

해법은 디지털 기술을 활용한 온라인 교육이다. 시공간적 제약으로부터 훨씬 자유롭게 교육받을 수 있고, 우수한 강사와 연결되기도 더욱 수월하다. 온라인 교육을 보급하고 실시하는 데 드는 비용도 오프라인 교육에 비하면 매우 적은 편이다. 반면 부가가치는 매우 크다. 전 세계의 모든 부가 AI, 빅데이터, 자율주행, ChatGPT 등 디지털 기반 빅테크 시장으로 모여들며 경제, 사회, 문화, 예술 등 거의 전 분야를 장악하고 있다. 디지털 권력이 뉴 파워가 된 것이다. 이러한 패러다임 전환의 한복판에서 살아남기 위해 지금 당장 필요한 능력은 디지털 씽킹이다. 코로나19 기간 동안 인터넷 사용자 수가 2019년 41억명(세계인구의 54%)에서 2021년 49억명(세계인구의 63%)으로 크게 증가했다. 그러나 이를 적극적으로 활용하는 디지털 씽킹 능력은 아직도 전 세계의 일부만이 향유하고 있다.

따라서 전 세계 아이들에게 이제 ‘소셜 디지털 기업가 정신’에 대한 온라인 교육이 필요하다. 기존의 ‘디지털 리터러시’ 교육이 디지털 활용능력만 가르쳤다면, ‘소셜 디지털 기업가 정신’ 교육은 개척정신과 시민의식을 함양한 채, 디지털 기술로 경영하는 방법을 가르쳐주는 것이다. 전 세계의 부가 모이고 있는 디지털 기술 시장에 아이들이 도태되지 않고 오히려 이끌어가며 이윤을 창출해내 빈곤의 악순환을 끊을 수 있도록 지원해주는 실질적인 원조가 이제는 필요한 시점이다.

‘소셜 디지털 기업가(social digital entrepreneur)’는 덕성과 역량을 모두 갖춘 사람을 말한다. 덕성은 서로 도우며 살아가는 능력을 말하고, 역량은 급변하는 세상에서 안전히 살아갈 수 있는 지식과 기술을 말한다. 덕성과 역량을 모두 갖춘 사람은 경제적 가치와 사회적 가치를 함께 창출해낼 수 있다. 경제발전만 추구해서는 오히려 빈곤한 자는 계속 빈곤하고 사회문제도 심화된다. 사회발전만 추구해서는 궁극적으로 빈곤 문제를 해결할 자원과 동력을 얻기 어렵다. 그러나 소셜 디지털 기업가 정신을 갖춘 자가 늘어난다면 지속가능한 사회를 가능하게 만들어 선순환 구조가 된다.

푸른나무재단은 이러한 글로벌 지속가능성을 위해 기업의 경제적 가치와 시민사회의사회적 가치를 연결해주는 활동을 지속해오고 있다. 2020년부터 삼성과 함께하는 청소년 사이버폭력 예방교육 사업 “사이버정글 가디언 푸른코끼리”, 2016년부터 IT기업 카카오와 함께하는 청소년 디지털 시민성 교육 “사이좋은 디지털 세상” 등의 프로젝트를 통해 전국 청소년들이 디지털 세상에서 안전히 살아갈 권리를 보장할 뿐 아니라, 타인을 도우면서 나 자신의 웰빙도 증진할 수 있게 지원해주는 기업사회공헌사업을 수행해 사회적 임팩트를 창출하고 있다. 아이들이 디지털 기술과 환경으로부터 수동적으로 끌려가는 것이 아니라, 이를 활용해 자기 자신과 주변 이웃, 그리고 세계를 지키고 발전시키는 덕성과 역량을 교육해주는 것이다. 특히 이러한 프로젝트들은 글로벌 기업과 NGO의 협력을 통해 무료로 보급되고 있는 사회문제해결 모델이라는 점에서 의미를 두고 있다. 실제로 푸른코끼리와 사이좋은 디지털 세상은 지난 3년간 56.3억원의 사회적 가치를 창출했다고 평가받았다. 이처럼 아이들이 소셜 디지털 기업가 정신을 길러 스스로 빈곤의 굴레를 끊을 수 있도록 하는 지원을 더욱 적극적으로 확대하기 위해서는 국제기구의 협력이 반드시 필요하다. 이에 푸른나무재단은 UN에 3가지를 제안한다.

1. 소셜 디지털 기업가 정신의 필요성을 선언하라. 소셜 디지털 기업가 정신은 급변하는 디지털시대에 피해자 발생을 최소화하도록 효과적으로 예방할 수 있다. 이를 통해 사회구성원 개개인의 웰빙이 증진되는 ‘사회발전’과 권리와 의무를 공정히 분배하는 ‘사회정의’가 실현되고, 이에 따라 빈곤 또한 궁극적으로 감소할 것이다. 이러한 교육 프로그램들이 제도로써 권고 또는 의무화되면 전문강사와 이를 운영하는 조직 등의 일자리가 창출될 수 있으며, 교육의 지속가능성도 보장할 수 있다.

2. 소셜 디지털 기업가 정신 교육을 함께 추진하고자 하는 단체들이 서로 협업할 수 있는 플랫폼을 제공하라. 전 세계 공동의 문제에 대응하기 위한 전담기구와 국제특별회담이 필요하다.

3. 이에 따라 생산되는 소셜 디지털 기업가 정신 교육 콘텐츠가 각국에 실질적으로 널리 보급될 수 있도록, 글로벌 기업이 ESG 실천으로써 후원을 할 수 있도록 유치해달라. 전 세계인 누구나 디지털 시대에 주체적인 삶을 살아가고 경제활동에 적극적으로 참여할 수 있도록 하는 데 NGO와 기업간 연계의 활성화가 필수적이다.

푸른나무재단은 전 세계 아이들이 소셜 디지털 기업가 정신을 확립해 누구도 새로운 시대에 소외되고 빈곤하고 피해받지 않도록 하는 것을 목표로 하고 있다. 새로운 시대에 요구되는 덕성과 역량을 모든 자가 평등히 계발할 기회를 가질 수 있도록 국제기구의 더 많은 관심을 촉구한다. © 푸른나무재단
