BUREAU OF FIRE PROTECTION: SAN FABIAN, PANGASINAN

I. PROACTIVE PREVENTION

The world is facing an unprecedented global health, social and economic


emergency with the COVID-19 pandemic. The Philippine government mounted a multi-
sectoral response to the COVID-19, through the Interagency Task Force (IATF) on
Emerging Infectious Diseases chaired by the Department of Health (DOH). Through the
National Action Plan (NAP) on COVID-19, the government aims to contain the spread of
COVID-19 and mitigate its socioeconomic impacts.

The Bureau of Fire Protection (BFP) is an organization under the Department of


the Interior and Local Government (DILG) with the direct supervision of the DILG
Undersecretary for Peace and Order. It takes prime responsibility in the suppression
and prevention of destructive fires, enforcing the fire code and other related laws, and
responding to man-made and natural disasters and other emergencies.

The men and women of the Bureau of Fire Protection, San Fabian, Pangasinan,
dedicates their unwavering efforts in the mitigation of the COVID-19 pandemic through
their innovative Zeal of Proactive Prevention activities, to wit:

a. HAZARDOUS MATERIAL (HazMat) RESPONSE THROUGH TECHNICAL


DECONTAMINATION. Technical decontamination is the process of the
neutralization or removal of dangerous substances, radioactivity, or germs
from an area, object, or person. The BFP personnel who conduct
decontamination are properly donned with TYPE B PPE which requires the
inclusion of a Self-Contained Breathing Apparatus (SCBA) to prevent any
possible contamination.

The BFP San Fabian had established a decontamination facility outside their
Fire Station which includes footh bath, hand washing station, and hand
sanitizing station which includes alcohol solution and thermal scanner. This
serves as a safety protocol for all personnel before they enter the premises of
the station.

The BFP San Fabian had also established decontamination tents at the
various barangay entrances of the Municipality of San Fabian in coordination
with the respective barangay officials. The personnel of BFP san Fabian who
is a member of the BFP Special Rescue Unit (SRU) conducted lecture on the
proper procedures of decontamination.

The BFP San Fabian Decontamination Team had considered the Municipal
Public Market as one of the densely-crowded areas of the town since it
serves as an avenue for all the people to buy their goods and commodities.
During the length of the pandemic, the Decontamination Team, conducted
decontamination at the entrances of the market and they had also conducted
public address through the paging sound system of the market as regards the
guidelines and preventive measures against COVID-19 such as reminding the
public of wearing mask and social distancing.

BFP San Fabian also conducts flushing at the public market during evening of
market days before applying disinfectant solution to avoid any possible
contamination on individuals. Public adjacent streets of the municipality were
also flushed with water and decontamination solution.
The Decontamination Team is always properly donned with TYPE B PPE with
the aid of a Self-Contained Breathing Apparatus in every conduct of
decontamination.

The Decontamination Team of BFP San Fabian conducted continuous


decontamination at various public avenues like the Municipal Hall, Quarantine
Facility, public market, barangay halls, and other government offices.

b. PUBLIC ADDRESS

The Bureau of Fire Protection San Fabian conducts continuous public


address by roving around the municipality during day and night reminding the
public on the guidelines and preventive safety measures against COVID-19
such as washing of hands, social distancing, staying at home and the curfew
hours within the municipality.

c. WEEKLY HEALTH MONITORING

The BFP San Fabian personnel conduct weekly health monitoring to ensure
their own personal safety. The body temperature and blood pressure of all on-
duty personnel are taken and monitored by the designated Emergency
Medical Technician (EMT) of the station. In this way, they could also ensure
the safety of all the daily transacting clients who come at the fire station to
process business permits and other fire safety clearances.

II. BFP SAN FABIAN: SOCIAL RESPONSIBILITY

During the length of the Enhanced Community Quarantine (ECQ), the Bureau of
Fire Protection San Fabian heartily conducted relief operations on the far-flung areas of
the municipality. They donated part of their salary and other solicited donations for the
procurement of goods and commodities to be distributed to these specified areas.

This is also to monitor the situation of the residents of these far-flung barangays
as regards the implementation of the guidelines of the preventive measures against the
pandemic COVID-19.

The undertaking was aimed in reaching for children and senior citizens of these
far-flung barangays. The activity was fulfilling since it served as a moment of inspiration
despite the presence of the pandemic.

III. INTRODUCTION OF LOCAL INCIDENT COMMAND SYSTEM (ICS)

The BFP San Fabian spearheaded by INSP KEVIN G BANAWAG, Acting


Municipal Fire Marshal, introduced the establishment of the Incident Command System
(ICS) through the approval of Hon. CONSTANTE B AGBAYANI, Municipal Mayor.

Through this ICS, the San Fabian Local Task Force on COVID-19 was
established. The responses on COVID-19 were systematized and tasks were properly
delegated to respective offices. This had also contributed in the speedy procurement of
needed PPEs. The public was also well-informed through the official Public Information
Unit of this established local ICS.
IV. COPING WITH THE NEW NORMAL

In response with today’s pandemic, the Bureau of Fire Protection San Fabian
participated in various webinars and seminars hosted by distinguished local and
international speakers. The themes of these webinars are delved on strengthening or
boosting the morale of all BFP personnel rendering their service in the length of this
pandemic.

V. GREEN REVOLUTION

In response to possible food scarcity or shortage most especially in the


occurrence of this pandemic, the BFP San Fabian implemented the Green Revolution.
This undertaking also aims to patronize the local produce and to help farmers. The
station created a backyard garden which they called as “Fire Garden”. This garden
consists of different vegetables which resemble the main ingredients of the famous
Ilocano dish, “Pinakbet”.
