| | | | On Wednesday, April 24, Congressman Donald Payne, Jr., who represented New Jersey's 10th District for 12 years, passed away at 65 years old. The NJCDD extends our deepest condolences to his family, staff, colleagues, and constituents.
During his tenure in Congress, Payne Jr. lowered prescription drug costs, advocated for cancer prevention and screening, and introduced the TEST for Lead Act to protect children from lead poisoning. All corners of New Jersey politics have expressed condolences and remembrances today. U.S. One of many who posted statements was U.S. Senator Cory Booker: "Just as his father before him, Donald was a trailblazer in our civic institutions, dedicated to helping others." Newark's mayor, Ras Baraka: “As the son and namesake of the first African-American to represent New Jersey as a U.S. Congressman, Representative Payne had leadership and love for Newark in his DNA.”
New Jersey flags will fly at half-staff on Wednesday, May 1, and Thursday, May 2. Congressman Donald Payne, Jr. will lie in state at the courthouse at 470 Dr. Martin Luther King, Jr. Blvd. in Newark on Wednesday, May 1. Members of the public are invited to pay their respects to the congressman between 12 p.m. and 12 a.m. Funeral services will be held the next day, Thursday, May, 2 at 10 a.m. at Cathedral Basilica of the Sacred Heart at 89 Ridge Street in Newark. | |

Request for Proposals for Stabilization and Assessment Services 5-Bed Program Serving Youth with Mental/Behavioral Health Challenges Statewide | |

| | Through this RFP, DCF’s CSOC announces its intent to award a contract for the provision of out-of-home Stabilization and Assessment Services for youth ages 13 to 17 at age of admission with behavioral/emotional challenges associated with complex trauma. Respondents are advised that the program must accept youth statewide.
The contract to be awarded will result in the implementation and maintenance of one 5-bed Stabilization and Assessment Services program in a home that will accommodate no more than two youth per bedroom. Single bedrooms are preferred. The program must be able to serve males, females, and transgender youth, as determined by need. Occupants of bedrooms shall be separated by gender. | |

The Department of Education’s new Director of the Office of School Bus Safety, James Scaringelli, and the Special Education Ombudsman, Cynthia Hoenes-Saindon, would like to hear from individuals with disabilities and their families about their experiences, concerns and recommendations with school transportation for students for disabilities. |

| | Governor Murphy’s proposed $55.9 billion state budget falls short in critical areas relating to the treatment of disabled kids and adults, advocates warn.
As reported on nj.com, there are 400 infants and toddlers in New Jersey with developmental delays waiting months for treatment that could prepare them for school, time their developing brains do not have to spare. This backlog could be eliminated by including $4.4 million to the proposed state budget to hire more speech, occupational and physical therapists at more competitive wages through the state’s Early Intervention Program. Cathy Chin, Executive Director for the Alliance for the Betterment of Citizens with Disabilities, was quoted saying, “You can all agree infants and toddlers literally cannot wait for life altering care . . . When children have had early intervention, they are much less likely to need special education services.” | |

| | Doreen Rearden loved seeing her teenage daughters bond with her aging father after he moved into a converted bedroom in their Montclair home. But both he and her family were looking for more privacy and separation. That’s when Doreen and her husband, Joe, first began thinking about building an accessory dwelling unit in their backyard. “Living with a parent, it’s kind of like going back to your childhood,” Doreen Rearden said. “The idea of having something detached that gives the parent independence while still staying together as a unit — that’s really attractive to us.” Also known as ADUs, “granny flats” or “in-law apartments,” accessory dwelling units can take many forms within, attached to or separate from an existing property — they could be a small structure in the backyard or a unit in the basement or above a garage. | |
